Pennsylvania Fire Service Credentialing Program

Frequently Asked Questions

What are the advantages for a volunteer officer to become credentialed?

The Pennsylvania Fire Service Credentialing Program is designed to provide both volunteer and career fire service officers with a consistent pathway for professional leadership development.

Pennsylvania's fire service is built upon both volunteer and career professionals who serve their communities with dedication and commitment. Regardless of a member's service model, officers should have access to opportunities that strengthen their leadership knowledge, skills, and abilities.

The Credentialing Program establishes a structured process for recognizing professional development and a commitment to continuous learning. The program is supported by statewide organizations that recognize the importance of strong leadership within Pennsylvania's fire and emergency services, including the Pennsylvania Municipal League and the Pennsylvania Career Fire Chiefs Association.

Credentialing is intended to encourage officers to lead by example, pursue continuous improvement, and remain committed to professional growth throughout their service.

Will becoming credentialed help when applying for state grants?

Credentialing, by itself, does not establish eligibility for Pennsylvania state grant programs.

State grant programs operate under specific statutory, regulatory, and program requirements established through the Commonwealth's legislative and administrative processes. At this time, no legislative requirement establishes Pennsylvania Fire Service Credentialing as a prerequisite for eligibility for state fire service grants.

Departments and applicants should continue to review the requirements of each individual grant program when determining eligibility.

Does the Office of the State Fire Commissioner have input into the Credentialing Program?

The Office of the State Fire Commissioner has been involved in discussions regarding the development and implementation of the Pennsylvania Fire Service Credentialing Program.

The Credentialing Program is intended to complement existing Pennsylvania fire service training, certification, professional development, and recognition programs. It does not replace or supersede programs administered by the Office of the State Fire Commissioner.

The goal is to provide Pennsylvania fire service leaders with an additional pathway for demonstrating their commitment to professional leadership and continuous improvement.

Where does the credentialing fee go, and what is it used for?

The initial credentialing fee and applicable renewal fees support the administration and operation of the Pennsylvania Fire Service Credentialing Program.

Program fees help support:

  • ·         Information technology infrastructure and secure cloud-based data storage;
  • ·         Credentialing and payment-processing systems;
  • ·         Program administration and operational support; and
  • ·         Leadership development workshops and educational opportunities conducted throughout Pennsylvania.

The fee structure allows the Credentialing Program to maintain the systems and resources necessary to administer the program while providing ongoing professional development opportunities for Pennsylvania fire service leaders.

The credential expires after three years. How does an officer remain credentialed?

The Pennsylvania Fire Service Credentialing Program is built on the principle that effective fire service leadership requires continuous learning and professional development.

A credential is valid for a three-year period. During that time, credentialed officers are expected to remain actively engaged in professional development and maintain a commitment to continuous learning.

The renewal process is intended to reinforce the principle that credentialing is not simply an achievement at a single point in an officer's career. Rather, it represents an ongoing commitment to professional growth, leadership development, and service to the community.

Credentialed officers should plan their professional development throughout the three-year credentialing cycle and maintain appropriate documentation of qualifying activities required for renewal.

What continuing education is required for renewal, and how can officers obtain it?

Continuing education and leadership-development opportunities are available throughout Pennsylvania. Credentialed officers are responsible for identifying and participating in professional development opportunities that meet the current requirements of the Pennsylvania Fire Service Credentialing Program.

Opportunities may include:

  • ·         Leadership development programs offered through the Pennsylvania Municipal League;
  • ·         Public safety leadership programs and workshops;
  • ·         On-the-road leadership workshops conducted in conjunction with the Pennsylvania Career Fire Chiefs Association;
  • ·         Fire service leadership conferences and educational programs; and
  • ·         Other approved professional development opportunities that satisfy the Credentialing Program's renewal requirements.

Credentialed officers are encouraged to begin planning for renewal at the start of each three-year credentialing cycle rather than waiting until the credential is nearing expiration.

The Credentialing Program encourages officers to view continuing education not simply as a renewal requirement, but as an essential component of effective fire service leadership.

Are there plans to offer credentialing at the firefighter level?

The Pennsylvania Fire Service Credentialing Program is currently focused on recognizing professional development at the Fire Officer and Chief Officer levels.

Firefighters throughout Pennsylvania should continue to utilize the training, education, and certification opportunities available through the Pennsylvania State Fire Academy and other recognized fire service training providers in Pennsylvania.

The Credentialing Program recognizes that firefighter training and professional certification already have established pathways within Pennsylvania's fire service training system. The current focus of credentialing is therefore on leadership development and the professional responsibilities associated with serving as a Pennsylvania Fire Officer or Chief Officer.

Are there plans to credential an entire fire department?

The Pennsylvania Fire Service Credentialing Program is designed to credential individual fire service officers, rather than credential entire fire departments.

The program recognizes the professional development and leadership accomplishments of individual Pennsylvania Fire Officers and Chief Officers.

This individual credentialing approach is intended to complement existing department recognition and professional certification programs available throughout Pennsylvania.

The Office of the State Fire Commissioner administers the Participating Department Recognition Program, which recognizes fire and emergency service organizations that encourage and achieve professional certifications among their members.

The two approaches serve different purposes:

  • ·         Individual Credentialing: Recognizes the professional leadership development and continuing education of individual Fire Officers and Chief Officers.
  • ·         Department Recognition: Recognizes fire and emergency service organizations that demonstrate a commitment to professional certification and   development among their members.

The Pennsylvania Fire Service Credentialing Program is intended to work alongside these existing efforts to strengthen professionalism, leadership, and continuous improvement throughout Pennsylvania's fire and emergency services.

The Purpose of Credentialing

The Pennsylvania Fire Service Credentialing Program is more than a title. It represents an individual's commitment to professional leadership, continuous learning, accountability, and service to the communities of Pennsylvania.

The program is intended to encourage officers to continually develop their knowledge and leadership abilities while setting an example for the members they serve.

Pennsylvania's fire service is strongest when its leaders embrace continuous improvement and recognize that leadership development is an ongoing responsibility.
